Why Your Workers Won't Wear the PPE You Buy — and What Actually Fixes It

When I first started managing PPE purchasing for our company, I assumed the biggest problem was worker stubbornness. People not wearing their safety glasses. Hard hats left in pickup trucks. Boots that never left the locker.

Three years later, I know better. The problem wasn't the workers. It was me — the way I bought, what I bought, and how little I actually understood about the gear itself.

Here's how I got there.

The Wake-Up Call

A guy in our maintenance shop came a few centimeters from losing an eye. He'd taken his safety glasses off because they fogged up so badly he couldn't see what he was doing. Standard story in hot, humid conditions.

Safety glasses that fog. You'd think someone would have solved that by now.

They have. There are anti-fog safety glasses that actually stay clear — coated lenses, better ventilation design, treatments that hold up on a sweaty face out on the dock. The glasses we were buying weren't that kind.

I didn't know the difference. And that gap in my knowledge — mine, not the worker's — was the real problem.

The Real Problem: Compliance-First Buying

Let me show you how I used to buy.

I'd go to our safety checklist, find the line that said "safety glasses required," and pick the cheapest pair on the shelf with an ANSI Z87.1 marking. Done. Checkbox filled. Order placed.

That's what compliance-only buying gets you. I remember thinking the cheaper the better, because management loved a low total cost. But I was saving six bucks on something that protects a person's eyes.

The same logic ran through the whole budget:

Cut-resistant gloves? Whatever was on sale, with zero thought given to cut levels or dexterity. Hard hats? The cheapest Type 1 I could find — because I didn't know Type 2 even existed. Boots? Whatever showed "safety toe" in the description. Glasses? Basic lenses that scratched in a week and fogged up in ten minutes.

We went through a lot of PPE that ended up in a box in the warehouse. And a lot of it ended up in the trash.

Type 1 vs Type 2: The Hard Hat Lesson Nobody Gave Me

This is one of the biggest gaps in my education as a buyer.

A Type 1 hard hat protects against vertical impact — things falling from directly above. A Type 2 hard hat protects against vertical and lateral impacts — blows from the side. Side impact matters when a worker's head hits a beam, equipment, or the ground at an angle after a fall.

Nobody tells you this when you're ordering. Unless you specifically ask "Type 1 or Type 2?" you're going to get whatever your supplier stocks, and you won't even know there was a choice.

So we're walking around with our heads protected from falling objects, but completely unprotected from side impacts. And nobody flagged it. Not the supplier. Not the safety audit. Not me.

When we finally evaluated our sites properly, we realized some of our crews needed Type 2 coverage. Here's the kicker. The gap between "cheap enough to be a checkbox" and "good enough that people actually wear it" is maybe $5 per pair of glasses, $20 to $30 per helmet, $30 to $50 per pair of boots. Spread across a year, that's less than a cup of coffee per worker per month.

And the alternative was paying with something a lot more expensive than money.

The Turning Point: A 12-Person Pilot

In 2023, I ran a small test. 2. I learned the standards behind the certifications. Not just "ANSI certified" but what the certification covers. Type 1 vs Type 2 for hard hats. Cut levels for gloves. Impact ratings for eyewear. This is the difference between protective equipment and paperweight.

3. I matched gear to our actual work environments. The dock team, the maintenance shop, and the field crews face different hazards, different weather, different physical demands. One-size-fits-all isn't fit-for-purpose.

4. I found brands that treat PPE as a performance category, not a commodity. The Honest Caveat

But for the majority, performance matters. And it shows up in behavior.

Type 2 hard hats aren't automatically better than Type 1. It depends on the hazard assessment. Moc toe work boots aren't right for every job. There's no single "best" PPE. But the gear we have now gets worn, and that's the metric I trust.

If I could go back to 2020 and give myself one piece of advice, it would be this:

Stop buying gear to pass an audit. Start buying gear that survives the parking lot, the dock, the humidity, and the fourth hour of a long shift. Because safety performance — the stuff that actually keeps workers safe — is not measured at the moment of purchase. It's measured by what workers still have on at the end of the day.
